California ISO Board Approves Generation Queue Reforms

The California Independent System Operator Corporation (California ISO) board of governors has approved a process that will accelerate the development of generation needed to meet California's renewables portfolio standard and greenhouse gas reduction goals.

The California ISO worked with stakeholders to develop the Generator Interconnection Process Reform to address issues of rapidly increasing interconnection requests. The new process resolves the source of the backlog and other procedural flaws by increasing the financial commitment necessary for project developers to enter and progress through the interconnection process, studying projects with related system impacts in groups and providing for pro-rata allocation of transmission upgrades across grouped projects.

The plan’s approval clears the way for the California ISO to file this new process with the Federal Energy Regulatory Commission by the end of the month.
