The Maryland Offshore Wind Energy Act of 2012 failed in the state's General Assembly Monday night, The Washington Examiner reports.

The legislation would have incentivized the construction of offshore wind turbines 10 miles or more off the coast of Ocean City, Md.

This is the second time the General Assembly has killed offshore wind legislation backed by Gov. Martin O'Malley. Similar legislation was dismissed last year by the General Assembly, which claimed the bill would negatively affect ratepayers.

The 2012 version of the bill attempted to address those concerns by requiring that offshore wind power developers prove that their project proposals would produce positive net economic and environmental benefits for the state.

O’Malley says he plans to take up the measure again next year.
