BC Hydro, a Vancouver, B.C.-headquartered electric utility, has released the draft terms and conditions for a standing offer program for clean electricity projects.

BC Hydro notes that projects eligible for the program must meet the following conditions: The project must use a proven technology that has been available on the market for at least three years; the project must have a capacity of 10 MW or less; and the project must use either clean, renewable energy or cogeneration with an overall efficiency greater than 80%.

"We believe there needs to be a streamlined process for smaller-scale projects, and this standing offer program will enable those small electricity-generating projects to sell power to BC Hydro," says Bob Elton, president and chief executive officer of BC Hydro. "We're offering a standard contract with set prices and a straightforward administrative process, and this will give smaller-scale projects the opportunity to contribute to B.C.'s supply of clean electricity."
