Colorado's House of Representatives recently voted in favor (63-1) of Senate Bill 91, which would create a 15-member task force charged with identifying areas within Colorado that can support the development of renewable energy projects. The Senate cleared the bill - which was introduced by Senator Gail Schwartz, D-Colo. - in February with a 34-0 vote.

If Gov. Bill Ritter, D-Colo., signs the bill, the task force would create a map showing existing generation and transmission lines and potential areas where developers can construct renewable energy projects. The text of the bill implies that developers would compete to develop new projects; it also states that the task force would create and deliver the map to Ritter and the General Assembly by September 1 of this year.
