Three nongovernment organizations (NGOs) in Quebec have urged the province's new government, which will be elected today, to lead the development of a renewable energy program in North America.

The NGOs - le Conseil quebecois de la cooperation et de la mutualite, la Federation Quebecoise des Municipalites and l'Union des municipalites du Quebec - have asked that whichever political parties take control in the election to launch a renewable energy program that supports community development.

In addition, the NGOs request that the program include a guarantee of power purchase and connection to the network under specific conditions. For instance, renewable energy developers should receive a guarantee that Hydro-Quebec would buy an unlimited amount of electricity provided that the utility can take and transport the power. The program would also include both a fixed purchase price that is known in advance and a project size limit.
