Colorado House Approves 20x'20 Bill

| Colorado is one step closer to doubling its renewable portfolio standard from the current 10% set in 2004 by Amendment 37. A bill that would require 20% of the state's energy to come from renewables by 2020 was passed by the Colorado House in a 59-5 vote on Feb. 26. In addition to setting a new standard, the bill updates the definition of a qualifying retail utility to include providers of retail electric services, other than municipally owned utilities, that serve 40,000 customers or fewer. Under the new standard, percentages and deadlines for qualifying retail utilities other than cooperative electric associations and municipally owned utilities that serve more than 40,000 customers would be 5% by 2008, 10% by 2011, 15% by 2015 and 20% by 2020. Percentages and deadlines for cooperatives and municipally owned utilities that serve more than 40,000 customers would be 1% by 2008, 3% by 2011, 6% by 2015 and 10% by 2020. |
