Horizon Wind Energy, a Houston-based subsidiary of Goldman Sachs, has purchased a 200 MW wind project from Columbia Energy Partners (CEP), a Vancouver, Wash.-headquartered developer of wind power projects.

CEP and the Confederated Tribes of the Umatilla Indian Reservation developed the project over the past five years, the companies say. Located south of the Columbia River and west of Arlington, the purchase includes leases for nearly 15,000 acres of property, five years of on-site wind data, permits for phase-one construction of 104 MW, and 200 MW of point-to-point transmission on the Bonneville Power Administration's (BPA) system. Access to BPA's Jones Canyon substation on the site was included in the sale, Horizon Wind Energy adds.

"With voter approval of I-937 [Initiative 937] in Washington last year and strong interest in clean energy sources, we see the Pacific Northwest as a growing market," says Chris Taylor, Horizon Wind Energy's Northwest region director. "With the tremendous support for renewable energy, we hope to secure a customer for the output and finalize plans for construction over the next six to 12 months."

Initiative 937 requires utilities in Washington state to obtain 15% of their electricity from renewables by 2020.
