North American Windpower: Connecticut Innovations Issues RFP

Connecticut Innovations, a Rocky Hill, Conn.-based organization that promotes a technology-based economy in the state, has re-issued a request for proposals (RFP) for Round 2 of "Project 100," an initiative that encourages the development of renewable energy resources through the Connecticut Clean Energy Fund (CCEF).

Project 100 creates an opportunity for developers, manufacturers and financiers to advance Connecticut-based Class I renewable energy projects, which include fuel cells, solar, biomass, wind, landfill gases, hydropower and wave. The 2003 Connecticut legislation mandates local electric distribution companies to contract a minimum of 100 MW of clean energy resources by July 1, 2008. Connecticut Innovations is now issuing an RFP for 85 MW, which is enough power to supply about 71,000 average residential homes with renewable energy in Connecticut.

The re-issuance comes after the Department of Public Utility Control's approval of the revised electricity purchase agreement, including revised pricing options as well as RFP-related documents. The distribution companies will enter into power purchase agreements with generators of Class I renewable energy for no less than a 10-year period, Connecticut Innovations says. Pricing under these contracts will include a premium of 5.5 cents per kWh.
