Noble Environmental Power, an Essex, Conn.-based wind energy developer that is majority-owned by J.P. Morgan Partners, recently announced that the New York State Public Service Commission has issued certificates of public convenience and necessity for three of Noble's proposed New York wind farms, including its Altona, Clinton and Ellenburg sites. The receipt of these permits will allow for the construction and operation of the wind farms in New York state. Noble still awaits the issue of wetland permits at both the state and federal levels.

In addition, Noble is finalizing building permits with engineers in the three towns and is prepared to begin construction on the substations, which were located without an impact on wetlands. Noble plans to put 67 turbines in Altona, 53 turbines in Ellenburg, and 53 turbines in Clinton in 2006 and 14 in 2007.
