The Federal Energy Regulatory Commission (FERC) has conditionally accepted the Midwest ISO's proposed reforms to its generation interconnection queue process. The reform proposal submitted to FERC in June was designed to speed the development and integration of more than 84,000 MW of requested generation.

"It is especially gratifying that many of our stakeholders supported our efforts to speed up this complex process," says Clair Moeller, vice president of transmission asset management at Midwest ISO. "These changes should enable us to more quickly bring on more renewable energy - such as wind farms - and upgrades to infrastructure."

Key changes include the following:

- creation of a fast-lane for generation projects that are in areas with relatively unconstrained transmission,

- transition from a "first-in, first-served" approach to "first-ready, first-served," as demonstrated through the achievement of specific milestones,

- increased deposit amounts based on the size of the project and changes in the timing of those deposits,

- elimination of the ability to suspend projects for economic reasons, and

- introduction of a temporary interconnection agreement.

The reforms are contained in revisions to the Midwest ISO's open access transmission and energy markets tariff and became effective Aug. 25, with a 60-day transition period for currently queued generators to adapt to the new requirements.
