Eden Prairie, Minn.-based Westwood Professional Services Inc., a national energy and land development consultant, has hired Rick Packer for the company's energy services group. Packer will assist in the land/lease side of Westwood's wind business. He will be responsible for contacting landowners in proposed wind farm developments to educate them on leases and secure the land for the company's energy clients.

Packer has been active in the land development industry for almost 25 years, delivering medium- to large-scale development projects to his builder clients. He also spent 10 years in the public sector as a senior planner and as a council member for the Metropolitan Council, one of the few regional planning agencies in the U.S.
