Hilliard Energy, an independent developer of wind energy headquartered in Midland, Texas, has announced the promotion of Terry D. Phillips to director of marketing and external affairs.

Phillips has been with Hilliard Energy since 2004, starting as a landman/leasing agent and eventually becoming director of land. As director of marketing, his role will be to develop the company's marketing strategy, further define what services and products are offered, monitor market trends for new services and products, and evaluate customer satisfaction.

According to the company, Phillips' duties will also include Web site development and maintenance, oversight of publicity programs, advertising, arrangement of speaking engagements and interviews.
