Jim Rondeau, Manitoba's Science, Technology, Energy and Mines Minister, has re-introduced proposed legislative changes that would reduce the complexities around landowners' leasing land for the purpose of generating wind energy.

Currently, anyone searching the landowner's title must review not only the owner's interest but also all the registered interests affecting the wind farm, including the wind developer's. With the proposed change, registrations pertaining to a wind farm could be registered against a new wind farm title rather than the title of the underlying property owner.

Rondeau's office notes that adding a further easement category to section 112 of the act would significantly decrease the time and costs associated with title searches of land hosting wind generation projects in the event a landowner wishes to sell, mortgage or secure some other interest against his or her land.
